1.7 & 1.10 & 1.11 & 1.12 State the legal limitations of stewards at spectator events



Team work is a main part of stewarding to make sure everything is running smoothly. If a team of stewards was not working together things could get out of hand and or turn violent very quickly. (Chaz Buxton )


It is extremely important for stewards to work together as a team because there aren't enough stewards for 1 steward per person. Which isn't a problem so long as all the stewards work together efficiently and quickly and know their roles and responsibilities (shown on another page unit 1.9) Also keeping in contact with each other is very important for stewards to do their jobs effectively because crowds can easily escalate and get out of control very quickly. If the stewards stay in contact and keep communication with each other, any problems that may occur can be dealt with straight away such as, a person from the crowd may need escorting off of the premises or things may need to be confiscated.

The key for stewards is working quick but without too much disruption if possible and working as a team is key!
Also the appearance of multiple stewards makes people think twice about what they are doing and can help to keep the peace at events/demonstrations/Football matches etc...

1.7 - State the legal limitations of stewards at spectator events

Stewards have to abide by specific legislation and laws so that they don't get prosecuted for actions that they take during and event.

An example of this is the SECTION 3 of the "Criminal law act" Where it states...
 The person may use such force that is reasonable in the circumstances for the prevention of crime.

This means that a stewards is allowed to use reasonable force to detain someone so that further crime isn't committed.

1.10 - Guidance to safety of sports grounds

Managing crowds safely:
Keeping up to date with recent changes and certain legislation is vital for stewards so that crowds are managed correctly in situations when things are going wrong so that people and the ground/place that the event is at doesn't get hurt/damaged and things can stay under control.

This will reduce the chance of injury and damage to the place the event is at therefore the stewards have done their job effectively.


Specific policies set out by venues:
Different venues will have different rules and policies set out in a way that is most effective to the given venue.
At a football match for example... stewards will be told different rules to a steward at a music event. For example if someone is causing alot of disruption at a football game they need to be taken out of the situation to prevent further trouble. But at a music concert it may not be as strict unless its vital.

1.11 - Outline how rules and legislation affect stewards. And how it forces them to do certain things such as;

 

The fact that legislation's are in place affect the stewards role at spectator event massively. Because of the section 3 criminal law act, stewards are able to use necessary force when needed to prevent crime. Without this people would get away with criminal offences at spectator events and the police would have a big job to do. Because of this stewards can take the  suspected criminal to the police themselves instead of waiting for them to come to the scene.
On the other hand stewards are not able to make arrests but they are able to make the event safer.

1.12 - Why its important to keep up to date with legislation

Knowledge of new legislation:  All stewards need to be kept up to date with all new legislation's as rules may change and if these are broken people could be eligible to make a claim against the stewards.


Personal advancement (leadership and teamwork): As you will always be working in a team your teamwork will need to be good, when you start your team work may not be too good but it is a skill that you can improve as it is vitally important to get jobs done effectively. Leadership will be improved when you put in a situations where you are a lead roles for a group of stewards.


Safety and security (restraint methods):  It is important for stewards to keep up with current legislation because then need to know what they can and can’t do whilst out on the ground. They need to be always developing restraint techniques so that they are using correct techniques so that they are not breaking any laws/legislation.
