1.1 outline why it is important for
stewards to
monitor for
potential crowd
problems
It is important for stewards to monitor
crowds so it minimizes crowd problems. If there are crowd problems then people
could get pushed over and potentially get crushed. If stewards monitor and look
for potential problems it will minimize the chance of anything like that
happening. When the crowd panics they can get agitated and restless which could
result in fighting or barging.
1.2. Describe how
stewards should
monitor for
potential crowd
problems
when stewards are monitoring they need to
be aware of hazards so that they can reduce the chance of injury and chaos.
Stewards could listen to what people to see if anything is going to happen, for
example fans at a football match might be planning to place an attack on the
opposing fans. If stewards heard this then they could move the crowd away to
prevent it from happening.
Some venues may have metal gates or
barriers so prevention of pushing and shoving is essential.
Stewards can also monitor CCTV to see if
there are any problems in crowds, if there is they can deal with it themselves
or if it is beyond their control they can get in touch with the police and they
can intervene.
1.3 Identify the
types of potential
crowd problem
at spectator
events
There are a few crowd problems that
stewards should be aware of:
-Unexpected crowd movement –
movement of crowds potentially towards rivals or venerable people
-Over capacity –
more than the allowed amount at the venue. Stewards need to keep check of
capacity at all times to reduce stampedes and overcrowding.
-Distress – if
somebody is in distress the stewards will need to have access to the location
of that person. If there is too many people they may not be able to get there
-Separation of individuals and groups –
young people or VIP’s may get separated from the group they are with, so a
careful eye needs to be kept on these type of people
-Trespasses in unauthorised areas –
stewards need to keep monitoring areas that are unauthorised so that they can
minimise the risk of anyone going in there.
1.4 state what stewards should do
when they identify potential crowd problems
When stewards identify a crowd problem
they should follow procedures that relate to the event. The should stay calm
and stay professional.
they need to be visible to the spectators
and to do this they can wear high visibility. If they are seen then they can be
approached and identified from the rest of the crowd.
It is important that stewards are calm
and polite when dealing with crowd problems because if they don’t then the
crowd may get distressed and angry which could cause more problems. They also
need to reassure people because they might not know all the information which
could make them upset or uncomfortable.
If there is something in the way of the
crowd or something that is causing a disturbance, stewards can move it so that
it settles the crowd and makes the environment better for everyone.
If the crowd is getting out of hand and
widely spread out then it would be a good idea to contain them so they can’t
separate, and cause problems. They could let the crowd separate and go back to
normal after the situation or problem has calmed down.
1.5 outline the procedures stewards
are asked to follow in response to different types of crowd problem
At-risk situations: failure to
monitor designated area (the area you are
responsible for); rushing into an area of
concern without sufficient resources.
failure to inform supervisors of scope of
problem; aggressive behaviour
